حَدَّثَنَا مُحَمَّدُ بْنُ عَبْدِ اللَّهِ الْقَطَّانُ، ‏‏‏‏‏‏عَنْ ابْنِ مَغْرَاءَ، ‏‏‏‏‏‏عَنْ ابْنِ إِسْحَاق، ‏‏‏‏‏‏قَالَ:‏‏‏‏ الَّذِي يَعْشُرُ النَّاسَ يَعْنِي صَاحِبَ الْمَكْسِ.

Sahib maks means one who (receives) tithes (from) people.
